Industry and their handmaidens, the TX RRC and the US DOT PHMSA, think that they can turn these events to their advantage by reporting them and focusing on the individual minutiae of each one.
The minutiae give them a way to talk about their concern and their program to mitigate the number of such incidents. There’s always some handy excuse for the accident and an opportunity to change the subject to an examination of procedures and processes and improvements thereto that are said to make everything safer.
But an honest evaluation of the accident database reveals that with modern technology, maintenance, inspection, and regulation the rate of occurrence in the Barnett Shale is much higher than the national historical rate before the present gas boom.
The data also reveal that the more of this infrastructure you have, the more frequently accidents happen. Also, the higher the population density in the field the higher the accident rate. Isn’t this a confirmation of common sense?
