The Panhandle pipeline that exploded killing 2 was not marked either.
Hersman also blamed a failure to identify gas lines for a June 8 explosion in the Texas Panhandle that killed two workers. Federal and state rules require pipeline companies to locate and mark utility lines when excavation work occurs.
