TCEQ is so overwhelmed with odor complaints in the Barnett Shale, they have exhausted their supply of summa canisters. TCEQ was called to investigate ANOTHER odor complaint at the Williams Argyle Central Gas Processing Plant. The investigator measured high levels of VOCs but was unable to collect air samples because they have run out of summa canisters.
Regulators are also overwhelmed in the Marcellus Shale.

OVERWHELMED–my butt! If the WCEQ worked 10 times faster, the results would be the same, NOTHING–because, they can't see anything, smell anything, nor hear anything!
