Williams doesn't even bother to come to the Town to explain their spills anymore. I guess the 3rd time was the charm.
I mean after 3 spills in one Town within 1 year, what can you say? "Three spills aren't so bad." "At least nothing has blown up this year." Maybe they got a spill cleanup, bulk discount and wanted to take advantage of it before the expiration date.

Spills are accidents, Rule 37's are not. They are deliberate and calculated. Try harder. Scratch that, try at all.
